It's a skin. You can change it by modifying your profile.

I modified the Pokemon Skin, and the font is now black. Some of the colors are still a bit appalling, though... sky blue and lime green don't look very good together. ^^;

Its odd. On my computer, i see sky blue for both windows.
And when i log out, i see the raquaza background

I think the Pokemon Skin is the default skin (despite how there's another skin that's actually called the default skin).
